Kaiyuan city thinks of ways and means to solve the situation of the illegal immigrants

6519 illegal migrants are not entitled to experience the pleasure of ""build a beautiful Kaiyuan, be a happy Kaiyuan citizen"", which is inconsistent with the success Kaiyuan City has achieved in recent years. This also have made the leadership of Kaiyuan City feel that something is not right.

Registration in rural villages involves land distribution privileges

But in rural villages, registration is directly linked to the social benefits of the villages. Once the public security organs give registration to a person, land, basic organization organs, livelihood security, and many other practical problems must also be solved. So the registration of illegal migrants in rural villages needs first to have the approval of the village council and get the village leadership consent, because land has to be distributed to the new arrivals and the available land has already been distributed to the existing families.

Clarify land rights, control population growth

Deng Xiaoli, former County Popular Government President in the Pingbian Miao Autonomous County, and currently Vice-President of the Standing Committee of the Red River Region, is and has been concerned by the problem of the illegal migrants. In his view, if the problem of illegal migrants can be solved, the problem of land distribution has to be solved first. Therefore, he recommends a conditional registration without land ownership, strictly implement the country's  ""one child policy"" and strictly control population growth. To prevent further disorderly influx of people, which would imply problems in deforestation, expansion of arable land, etc, the ""Soliciting Opinions Draft"" proposes that villagers and the village council should be aware of their own rights, the state-owned forests have also to clarify their land ownership, so no more disorderly influx of people may happen again.

Since the ""Soliciting Opinions Draft"" is still just an idea, everybody have expressed their thoughts on it. The Family Planning Committee thinks that if multiple births are not punished in order to alleviate the problem of people settlement, then it goes against the country's policy on family planning. Other people think that in order to alleviate the problem of dispersed population, some sort of concentration policy should be adopted. Still, other people think that some threshold has to be implemented to restrict the movement of people.

The upcoming sixth national census has just started, after the census, this newspaper will continue to pay attention to any kind of change that may happen in relation to the fate of the illegal migrants of Kaiyuan area.
